Cm3 Prequalification: Contractor Capability Management

Cm3 evaluates how contractors implement their safety management systems to effectively mitigate risk, rather than simply whether documents exist.

Hiring the wrong contractor is an easy mistake when the prequalification process is weak. A weak prequalification process shifts risk downstream to the worksite, where gaps in capability are often identified only after an incident occurs.

The Cm3 Prequalification Assessment Scheme evaluates a contractor’s capability to determine whether they have implemented appropriate safety systems to manage work health and safety risks before commencing work on site.

Rather than collecting generic documentation, empty templates, or self‑declarations, Cm3 focuses on whether contractors can demonstrate their capability through a structured, documented, and legally compliant approach to safety management that reflects how their work is actually performed in practice.

At its core, the assessment asks a simple question:
Does the contractor have current insurances, relevant licences, and implemented safety processes that align with their scope of work and their health and safety obligations to protect workers from incident and injury?

To answer this, Cm3 applies an evidence‑based assessment model, requiring contractors to submit licences, qualifications, insurances, and samples of previously completed documentation that demonstrate how they have managed similar hazards and risks on site. Assessors review this material to determine compliance with Cm3 Prequalification Assessment Scheme criteria, providing confidence that systems are not only documented, but implemented and operating in practice.

The evidence reviewed establishes a chain of accountability that operates as an active prevention control, reducing the risk of inappropriate contractor engagement.
